Commission on Disabilities
The mission of the Town of Reading Commission on Disability (RCD) is to strengthen the Town’s commitment to fairness, access, and inclusion for residents with disabilities. The Commission will advise the Select Board and Town departments and help ensure that the voices, needs, and experiences of people with disabilities are considered in Town policies, programs, and planning.
Massachusetts law (Chapter 40, Section 8J) allows towns to establish commissions on disability. Through this authority, the Commission will help the Town meet state and federal accessibility requirements, including the Americans with Disabilities Act (ADA), and encourage inclusive and accessible design across public buildings, services, communication, and programs.
Purpose and value
- Amplify the voices and lived experiences of Reading residents with disabilities and their caregivers.
- Improve access to public buildings, outdoor spaces, programs, and Town communications.
- Help the Town stay proactive and compliant with ADA and Massachusetts accessibility laws.
- Provide a clear and consistent way for residents to raise accessibility concerns.
- Strengthen the Town’s ability to apply for state and federal grants related to accessibility.
Commission Structure
- Five members with staggered three-year terms and three associate members with staggered two-year terms, appointed by the Select Board.
- Members will meet monthly, with meeting times set by the Commission.
- A majority of members will be individuals with disabilities or family members/caregivers.
- The Commission will submit an annual report to Town leadership summarizing its work and recommendations.
- The Director of Equity and Social Justice will serve in a supportive, advisory role by:
- Attending monthly meetings.
- Supporting Commission leadership.
- Assisting with preparation of the annual report.
